Please find attached the protocols and guidance provided by the 2011 Tohoku Earthquake Tsunami Joint Survey Group (200+ researchers and engineers, Secretary-General Dr. Tomoyuki Takahashi) on 29 March 2011, in case many have not seen it.
I confirm that 1 tsunami team of 7 engineers will be leaving April 15 for surveying.
The lead is Gary Chock, Chair, ASCE 7 Tsunami Loads & Effects Subcommittee
The purpose of this reconnaissance trip will be to investigate and document the performance of buildings and other structures in Miyagi and Iwate Prefectures along the Tohoku Coastline of Japan, with the specific focus on how this experience can be incorporated into the tsunami structural design provisions that are under development for the ASCE 7 Standard, Minimum Design Loads for Buildings and Other Structures
They are working in collaboration and coordination with JSCE.
The USGS (Bruce Jaffe and others) are planning to join Australia colleagues to make 2 intl teams starting as early as May 2-12/13.
They will concentrate on Sendai megacity area and do transect from coast inland (sediment, flow depth, runup, palaeotsunami, etc..)

In terms of deployments, as reported on this Monday's (3/28) call, the Geo-Engineering Extreme Events Reconnaissance (GEER) advance team arrived in Tokyo this past Friday. Additional members depart for Tokyo today. They are collaborating with colleagues from the Japanese Geotechnical Society, Universities of Kobe and Tokyo, and Port and Airport Research Institute.
On the tsunami reconnaissance front, Laura Kong reported to the ITIC list that "we know of 1 team with definite plans (ASCE Tsunami - Tsunami Loads and Effects Committee and ASCE COPRI with JSCE) that plans to leave either April 13 or 15 for Japan."
Charlie Scawthorn has provided "a brief report of an initial survey of a portion of the area affected by the 11 March earthquake and tsunami. The report is very early, with the main goal of providing some orientation for foreign researchers planning on coming to Japan. Logistics for getting around are discussed." Attached is the Japanese Port and Research Institute (PARI) report that includes tsunami runup heights and inundation heights. There is a nice figure on page 2 that illustrates their definition of these terms. Of note is that the inundation heights (we term this tsunami height) is the combination of the land elevation and the tsunami flow depth.

Here's the YouTube links to the videos of the GPS data I mentioned on the phone call. Both videos show the GPS data for the one hour interval between 5:30-6:30 UTC. Both show two windows with horizontal displacements on the left, and vertical on the right. There's two versions:
First version - shows total displacements during the time period. The displacement during the mainshock is so large, that it makes it hard to see some of the details of the aftershocks. Still it's great for seeing the spread of the seismic waves across Japan. And it shows how a high density GPS network really lets you see the details of what is happening.

Second version - this version resets the total displacement to zero soonafter the mainshock. It allows you to see the movement in the M7.9 aftershock quite well.

In addition to its other effects, the magnitude 9.0 Tohoku earthquake that struck northeast Japan on March 11, 2011, will affect Japan’s and the world’s supply of some minerals, at least temporarily. Up to one-quarter of the world’s iodine and one-third of Japan’s cement production may be affected, according to a recently released U.S. Geological Survey (USGS) report.
The USGS report indicates that the area affected by the earthquake is home to eight iodine plants and nine cement plants, as well as 15 other nonfuel mineral processing facilities and four limestone mines.
“This earthquake has been devastating to the people of Japan, and its effects are only beginning to be understood,” said Dave Menzie, the report’s lead author. “The USGS continues to support the relief efforts, and this report, which provides mineral supply and economic information, will be very useful to decision-makers’ recovery planning efforts.”
Factors that affect these mines and mineral processing plants include not only the physical damage inflicted on them by the earthquake, but also the damage done to the surrounding infrastructure. Mineral extraction and processing facilities require large quantities of electricity, and much of Japan’s electrical power capability in the affected area was severely damaged. Some mineral facilities that sustained no damage from the earthquake have been forced to shut down because of limits placed on electricity usage.
Transportation infrastructure is also important to mineral processing and extraction, as highways, railroads, and ports are required both to supply raw materials and to ship finished products. Japanese media outlets have reported damage to 12 ports in area, as well as widespread railroad damage.
Japan is the world’s second leading iodine producer, after Chile, with roughly 33 percent of the world’s total. The eight affected refineries alone have the capacity to produce 25 percent of the world’s iodine.
Iodine is used primarily in liquid-crystal displays for electronic devices and x-ray contrast media. High doses of nonradioactive iodine (usually as potassium iodide) can protect people exposed to high levels of radiation from health problems later in life.
In addition to iodine, Japan is a leading source of titanium metal, and its facilities in the affected area have the ability to produce 10 percent of the world’s titanium metal.

No Evidence for Large Triggered Earthquakes Across the Globe
MENLO PARK, Calif. — New scientific research concludes that large earthquakes do not increase the global seismic hazard for more damaging earthquakes far from the mainshock. Although large aftershocks close to the mainshock remain highly probable following an earthquake, and small earthquakes less than magnitude 5 can be triggered at great distances, scientists at the U.S. Geological Survey and the University of Texas at El Paso found no significant increase in the rate of large earthquakes happening farther away than two to three times the length of the ruptured fault that caused the mainshock.
“Based on the evidence we’ve seen in our research, we don't think that large, global earthquake clusters are anything more than coincidence,” says Tom Parsons, USGS geophysicist and author of the new study that appears in this month’s journal, “Nature Geoscience.”
The study looked at all M5 or greater earthquakes worldwide potentially associated with a M7 or greater event over the past 30 years. Using these data, scientists compared the timing of seismic wave arrivals and the occurrence of large earthquakes worldwide and found no correlation.
The study, “Absence of remotely triggered large earthquakes beyond the mainshock region,” appears in a current edition of “Nature Geoscience.” The research was conducted by Tom Parsons, U.S. Geological Survey and Aaron A. Velasco, University of Texas, El Paso.

A new web site that is a work in progress (more to be posted later) with California and Hawaii tsunami observation is at: http://walrus.wr.usgs.gov/news/field.html. This site includes photos and videos of the tsunami at Santa Cruz Harbor, which is located in Central California. Links to other sites, including Eric Geist's model of the tsunami and a startling aerial reconnaissance of tsunami effects in Maui are included.
